I've been working on this a little bit yesterday and pretty much consider complete today.
The vintage weapon that are off-level are 2 rec as a base.
There are some exceptions.
Level 100, 69 1 are 1 bill and Level 0 gets a 2 keys bonus on the bill.
99,88,77,66,55,44,33,22,11 are 1.33 ref
I think that's fair?
